I decided not to collect the Pre-Order item. Can I transfer it to a friend?

Absolutely! The Order ID remains with you, but once the item arrives and you get the payment notification, you can transfer it to your friend.  
Don't forget to contact the admin to change the shipping address to your friend’s.
